After trying out a few only one happened to have all necessary features for FB development. The main issue with all others was that CURL PHP was not enabled. It is required by FB library to make api calls. Some that had CURL enabled did not allow connections over HTTPS, which also is a must for FB api calls.

So, the winner is Free Web Hosting Area
